I love the focus on the 3 e's. My only concern is the education part as I am a teacher. Most schools already do what you say. Report to parents on where there child sits against norms. You need to look more at what we can do to support teachers with those under achievers, like having smaller ratios of children to teacher, more release time to teachers so they can work with smaller numbers. Any teacher will tell you more learning happens with smaller class sizes. You also need to make sure educational initiatives are based on research findings showing that it works to improve learning not just a good idea.
