In most countries an EPA is filled with scientists and engineers who recommend legislation and then deliver programmes and enforcement of air quality, water quality, and other pollution. They similarly develop programmes and enforcement for biodiversity presevation and other important environemntal issues. Your propsoed EPA is really a Super Town Planning Council, concerned with building consents and town planning. This may be a good thing. But NZ needs a REAL EPA to address pollution issues. The regional councils have never been equipped to do this. At the very least, do not name your new Town Planning Council an EPA - it will be nothing of the sort. At the msot, please consider putting in place a REAL EPA.
