Key Notes - Happy Christmas!

In this issue, I talk about the year just ending; the half-yearly fiscal update; gains in law and order, health and education; my Copenhagen visit; lifting achievement in schools; improving our highways; reining in electricity prices; and celebrating Waitangi Day.

Happy Christmas

It’s been a busy year. National has worked hard to protect New Zealanders from the sharpest edges of the recession and prepare for future growth, while delivering on our election promises in law and order, health, and education.

Treasury’s half-yearly fiscal update shows that we’ve come through the recession better than many people thought. And we’re seeing some strong signs of recovery. That’s great news, but the pressure on government finances is still tight.

2010 will be another big year. We’ll be working to unleash New Zealand’s potential for growth and lift wages. We’ll also stay focused on the issues that matter – making our communities safer for families, lifting achievement in our schools, and providing better healthcare for all New Zealanders.

Thanks very much for your support this year and for reading Key Notes. I hope it’s given you a sense of where we are taking New Zealand. This is the last issue for 2009. I’ll be back in your inbox in January.

And thanks for your comments. They give my staff and I a good idea of what concerns you. Please keep them coming.

Tackling Greenhouse Emissions

I’m in Copenhagen this week for the United Nations Climate Change Conference. Yesterday we announced that New Zealand will invest $45 million over four years in the Global Research Alliance on agriculture greenhouse gases. The Alliance brings together researchers to find solutions to emissions from farm animals and horticulture. Twenty countries so far – including the United States, Canada, and India – have joined the Alliance.

Fourteen percent of the world’s greenhouse gases and almost half of New Zealand’s emissions come from agriculture. The Alliance has huge potential to help our farmers cut emissions and help global food supply keep up with the world’s growing population.

Lifting Achievement in Schools

This week the Education Review Office released a report into reading and writing in Years 1 and 2 at primary schools. It found that almost two out of three school leaders aren’t properly monitoring how well their pupils achieve. It also found that 30 percent of teachers aren’t teaching reading and writing effectively. Children – and parents – deserve better.

The report goes some way to explaining why one-in-five young New Zealanders leave school without the basic skills they need. And it shows just how crucial our National Standards policy is. Under National Standards, primary and intermediate schools will be required from next year to assess each child’s progress in reading, writing, and maths, and report this in plain English to parents. We want to work constructively with teachers and principals to introduce National Standards. And we’re providing extra funding to roll them out and help children who are falling behind.

Improving our Highways

On Tuesday the Government gave the go ahead for Transmission Gully – a project to improve State Highway 1 north of Wellington. This is part of the Wellington Road of National Significance, which will see a four-lane expressway built in stages between Wellington Airport and Levin over the next 10 years.

Earlier this year we identified seven initial Roads of National Significance around the country. With our announcement of $11 billion in new State Highway investment over the coming decade, National wants to significantly improve our road network and help unclog New Zealand’s growth arteries. In coming months, we’ll have more to say about our progress on the Roads of National Significance.

Reining in Electricity Prices

Under Labour, electricity prices rose about three times faster than inflation. That’s just not on. And that’s why we’ve introduced a new bill into Parliament to put in place many of the recommendations of the Ministerial Review Group into the electricity market.

The changes are designed to improve the security of our electricity supply, boost competition in the market, and rein in increases to the family power bill. Since the review began, price rises have flattened. I hope that trend will continue.

Celebrating Waitangi Day

National wants a harmonious New Zealand where all Kiwis respect each other. That’s one of the reasons why Cabinet has approved the flying of a national Maori flag from Auckland Harbour Bridge, Premier House, and some other sites on Waitangi Day. The Maori flag won’t replace the New Zealand flag. It will fly alongside it, to celebrate Waitangi Day and recognise the partnership which the Crown and Maori entered into when they signed the Treaty of Waitangi.

Greenhouse emissions is a fraud. Yes we have warming but paying someone is not the way to fix it. Withdraw and spend the money on fixing the problem we have here at home. Highways, easy reduce the road speed to 80 kph. That will have immediate benefit. Electricity, again easy, Government sets the retails price. Waitangi Day another day of manipulation. Sorry but we have to stop thinking Maori's problems are our problems. Tell them to sort themselves out.

Merry Christmas to you and yours. Climate change is a natural process,pollution is man-made and there is no relationship between the two. There is growing and compelling evidence of a complete rort, sufficient for the astute to pause and reconsider. The National Party might yet regret not doing so.My next vote will go to the party who has not been brain washed oon the issue. Failure at Copenhagen will be welcome and give time for the truth to emerge.

You are so right. Climate change is governed by larger natural forces than you or I can possibly influence. Everyone should read the book by Lance Endersbee (was Professor Emeritus of Engineering (Monash))"A Voyage of Discovery" which explains this and many other things in a scientific way, without fear or favour.

Mr Key, I have no problem re flying the Maori flag,but would like to see it done the american way.Always the main flag of the country on the top of the mast,with any flag one wishes to fly under it.Not as a snub to the one under,but so that any one flying their own flag reckonise the NZ flag as this countrys flag

Hi John, we are getting lots of reasons for global warming, but I have never heard anyone connect it to all the stuff/rubish that we are putting into & leaving in space, neither do we get comments about trying to probe the surface of the planets. Maybe someone should look into this and see is this is what is causing all the problems. You never know do you!!!!

John I hope that you are listening to the majority of people who believe that climate change is a natural event and there is really nothing we can do to prevent this. I agree that we must be good stewards of the earth, but I remain unconvinced that anything we do will really make little difference. Do not let this event get hijacked by agenda's that want global control of the peoples of the earth as that is what appears to me to be happening.

Dear John you hve a mandate to change the country. Law and order Climate change to name just 2. we the voters want you to do it.. forget the vested interest groups. Lee Kwan Yu on law and order plse.!! Climate change (at least man made) is a lie. You know it, we the voters know it. why Cop15? Be our hero, do a Vaclav Claus and tell the world like it is..you will hve office for a lifetime!!

Many thanks for the greetings. Re the highway from Wellington Airport to Levin, at last we have decisions. Great for road transport, but what about developing coastal shipping so that it takes a lot of the heavy freight off increasingly congested roads, improved though they may be. May Christmas and New Year be a very happy, relaxing period for you Prime Minister as well as for your colleagues.

Dear Prime Minister, Greenhouse Emissions Please explain why our Government appears to be taking no notice of the science that states that manmade emissions are having a totally insignificant effect on climate change. I am in favour of doing all that we can to directly reduce pollution in New Zealand, but strongly disagree with taxing our population to effectively remit funds off-shore to fund U N unproven theories on climate change. For that reason,I sincerely hope that Copenhagen initiatives fail. Regards, Ron Reed.

I question the Govts wish to expand new business worldwide. We have developed new technology which is keenly sought overseas.On the advice of Dept of Economic development we sought a grant to assist with essential documentation (business plan,marketing plan,set up costs etc)We were turned down because the fellow they sent out to us did not understand science technology,and said so. His sole job was to find investors for a commission. Incredibly stupid! Ask Maurice Williamson! John Allan

Global warming. The Global Research Alliance looks like a good start. Will it research and comment openly on the coming alignment of the solar and galactic planes? (21/12/2012)If this is fantasy please produce undeniable facts to prove that it is. If it isn't fantasy cosmic energies far beyond mankind's puny efforts are acting now and will increase. Global warming is not a new event as core samples show.

Global Warming! We hear a lot about this but I have yet to hear politicians etc mention the reversal of the magnetic poles of the planet that is taking place and how this affects the planet! Guess there is no amount of money that can change this fact so it is not public knowledge. Seems a more logical explanation for the quakes etc that the planet is experiencing.Sincerely Laura Sivyer.

Great news to have some action on roading in Wellington. This has languished just too long. In the past, we have generally had half a solution, leading to current problems like only one Terrace tunnel. Please ensure that all the budget just doesn't go on yet more reports, and we get real action! Stay brave!

Re "Tackling Greenhouse Emissions" in Xmas Key Notes, the last four words of this segment, "...the world’s growing population." identify the crux of the problem. How about NZ being bold enough to acknowledge this? ...no one else seems brave enough. If world leaders do not find a way to, at least, halt the world's population increase, I am certain that the adverse effects of such increase will quickly nullify the climatic benefits which may result from Copenhagen and similar gatherings. Judging from letters to the press I'm not alone in my concern about this.

I heard Minister Steven Joyce say there's no truth in the Green claim that each dollar invested in Transmission Gully will return only 36-50 cents in benefits, but, in all the website links, I can't find any figures on the benefits. Neither can I find any mention of the claim that it's on the earthquake fault line. What is the truth?

There are that many derivations of the English flag that 'our' flag does not represent this nation. Lets see my great great gran parents had 10 kids, and this went on for several generations back each having 10 children . Until my grandmother who had 3 children And my mother who had 2 And myself one child. Now I am surer some bible character lived to seven hundred or nine hundred years old cant remember witch one. So what has changed hmm birth control pills. Abortion. 1080 in the water. Gassing by moth spray . Gmo food and seed . Irradiated food . 2 world wars . Dodgy vaccines . The ease in which people can travel the world. And yet some how the population is increasing. How can that be? Is somebody filling out more than one senses form or have they just shifted around and relocated. Or are more just filling them out Or is it another scientific gestimate . And once its is decided that the population is increasing . Who decides who goes ah don’t tell me I already know . Who is playing god, ah I know that is to . Given it was mostly only royalty that kept records of births and deaths for century’s and churches only started doing this around 17 hundred and it was not compulsory it makes no sense to say we are to many or living longer.

Dear PM, I do hope you can stop the astronomical power rises we have had to contend with over the last few years. What about gas? We have just been notified that our gas prices are to rise in January. We will be paying over $1-04 per day before we even get a whiff of gas! As pensioners if we had known this we would have been all electric as at least then we would only have one daily charge. We were sold gas water heating and home heating as power saving, but this is definately not the case. These price hikes will force people back to installing and using solid fuel heaters which we are told add to greenhouse gases. I would be interested in comments. Margaret Moffat

One Flag, One Nation, One People Now we have Two Flags, Two Nations and Them and Us. Tragic, I thought that we were getting somewhere, well clearly we have not. In addition, flag protocol dictates that no flag is to fly next to a national flag except that of another Nation.

Dear John Key, Re Global warming. I agree that something can be done to give us a healthier world but the "warming" is a natural thing. I was taught in school in the 1940's - The earth spins on it's own axis - This gives us day and night - It also tilts from side to side - this gives us the seasons BUT when it tilts it goes a little farter each time and in due course, probably millions of years , England will have Christmas in the summer and New Zealand will have Christmas in the winter. In the process the polar ice caps will melt and become the equater and the equater will develope ice caps. Has any scientist come up with this theory.?? I think that global warming is a natural phenomina.

John Key, Flying a seperate Maori flag, a special welfare system for Maori, constantly renegotiating Treaty settlements and use of the H in Wanganui does not bring a nation together; it re enforces the us[European, Indian, Chinese, Pacific Islanders] and them - these are racist policies. National was voted in to bring the nation together, not drive it further apart; a direction fully endorsed by the Maori party's behaviour and demands.

The two flags and the "maori only" government initative which has of late been leaked. While I support any help given to New Zealanders including Maori of coarse , and others as well ,I believe the only way forward as a nation is as ONE.All of our cultures are secondary to "ONENESS" as a nation

John - you are spending billions on RONS while your initiatives on GHG emissions are half-hearted at best. Here's an idea - carve off a few hundred million from the RONS budget and invest it in walking and cycling. Less GHGs, a fitter and healthier population, less pollution, friendlier cities. The BCRs are already there, but Transit's caps and priorities push them down the stack. Did you notice that in Copenhagen over a third of commuter trips are by bicycle? We can do it here too.

Good day Mr Key - out of respect or your position I cannot refer to you as "John" 1. I dont think that we should have 2 flags - One New Zealand (quite clearly multicultural - no longer bi-cultural) But one Flag to represent all Kiwi's be it Maori or Pacific Islanders or Africans, Europeans, Asians. One Nation, - one Flag. The Maori heritage is accepted and respected and recognised - and wouldnt change or be the lesser in status - if we had one national flag. 3. Mr Key - My electrical bill is still very high - I dont think it has changed at all - In fact I am now paying average 350 dollars a month. !!! Average 4 people (adults) in this household.

Dear Cynthia. I wish people would stop referring to us as being multi cultural. Having a lot of different cultures in one country does not make individuals in that country multi cultural. The majority of pakeha I meet have never learned to be bi cultural so if they do not know how to be bi cultural hoe can they possibly take on being multi cultural. Tolerance of another culture and it's ways does not make you bi cultural either. Bi lingualism means being able to speak two language. Surely bi culturalism means individuals who are equally comfortable in either of two cultures

After the way this National Government seem to be promoting Separatism in this country, ie Maori Welfare System, Maori Ownership of the Seabed and what will be next on the agenda - Maori Judiciary System. I am SERIOUSLY thinking of not voting this Government in, in the next election, as I am totally against Separatism What is so wrong with the current Welfare System that is okay for everyone else but apparently not for Maori? This is nothing but Apartheid in disguise.

Dear PM Key, Regarding your paragraph "Tackling Greenhouse Emissions". I still think that increased CO2 levels FOLLOW the Earth's current "natural warming cycle" (warmer oceans release CO2); rather than CO2 CAUSING the warming. The Sun is getting hotter. As one critic of ETS said, "When I burn my toast, I do not blame the bread". 197 countries were represented at the Copenhagen conference. My guess is that the majority of delegates travelled by jets. (What was their total CO2 footprint?). Why didn't Prince Charles ask his sister, to sail him to Denmark in her ocean-going yacht? Have a look at (Hanover Finance's) Mark Hotchin's "palace", being built in Auckland. It is constructed with thousands' of tonnes of (energy-rich) concrete. I suppose his local city council would never agree to any building consents for "rammed earth" or "straw bale" construction. If I decided to "build green" or to install a wind-powered generator, the NSCC would probably reject it. They'd rather "consent" to 456 leaky homes! (Forget changing to an efficient light bulb). Until our bureaucrats do some lateral thinking, we're stuck with apathy! Regards, Ron Durham

As a very small country, NZ should not be trying to lead the world in emmissions control, particularly when India, China and the USA, who are the major culprits, are showing little interest. Why banrupt our country for so little gain to the world when we account for only 0.2% of emissions. Wishinh you all the very best for the festive season.

Dear Mr. Prime Minister: I am 100% pro any actions New Zealand takes to support worldwide efforts to reduce CO2 emmissions. This is a must and a conciencious attitude for a modern State with long term vision and deep understanding of the dynamics of human societies on the Planet. There is no denying that human actions on Earth during the last 150 years have altered, in a significant way, the natural balance of our eco systems. So, please, put your leadership power to implement New Zealand efforts to reduce emmissions. We must aim at running the country on hydro, solar & wind. We have all three in abundance.

Mr Key, in regard to your newsletter of Fri 18th Dec. Flying the Maori flag on Waitangi day is a very bad idea and will seem to many people as a division between races, not create a harmonious NZ where all kiwis respect each other as you believe. You are surely very misguided here, I believe that we want this to be one nation and live harmoniously, however, the disasterous way that Maori handled the Hone Harawere debacle and this move by your party is going to continue to force a wedge between black and white, wake up Mr Key, in order to obtain the Maori vote for bills to move through parliament you are making a big mistake. Are you being played, or are you just determined to get the law changes that you want at any cost?

To compel a man to subsidize with his taxes the propagation of ideas which he disbelieves and abhors is sinful and tyrannical. Thomas Jefferson A tax on natural climate change comes into this category. The waste of billions of dollars debating to date would have made a huge difference to countries affected by natural climate change. No news from Copenhagen is indeed good news.

Just get on with it! This newsletter sounds nice and popular but what we desperately need is for your Government to make some significant economic restructuring moves. The newspapers are full of ideas from privatising SEOs to changing eligibility for National Super. We just want some leadership on these hard economic decisions,not a pathetic lame excuse that any tough decisions in this area will contraven pre-election undertakings. For heaven sake! we have had the GFC since then, and you are the most popular Govt/PM in decades. Go and do something that will transform us regardless of a few bruised egos.

I know you want to do the right thing with regards to Maori and Waitangi Day celebrations but flying this flag does not represent all NZ Maori.I think it is high time we got a NZ flag which incorporates all NZ's.Have a flag that has the Koru on it and why not have it Air NZ colours,Teal which the colour represents half sky half green pastures of which this country is made up of.We need to be one Country and I feel by having a mixture of the two would be great.In fact the Koru emblem could be around the border of the flag.I am sure most NZ's would agree.You won't get everybody to agree but then if you did you would have a perfect World and that ain't going to happen.Hope you and your family have a well deserved break .Have a safe and a very Merry Xmas PM.

I have several teacher friends and am applalled at the true experiences these people have daily TRYING to teach children. Until parents take control and be responsible for their kids there wont be any change to education. One of my friends regularly gets attacked in variouys forms, spat at; verbally abused not only by kids but parents who have lost the plot with their kids. Principals who fudge results in order to keep up a good image of a scholl. The Minister of Ed should un announced visit school rooms and observe for themself the challenges teachers have. Force parents to be responsible and allow taechers to taech

Dear Prime Minister I wish you a happy new year! I think you will make use of your knowledge in investment world to put New Zealand at the top of the world. I hope there will be new developments in tourism, Agriculture and finance sector under your dynamic leadership. I think New Zealand will become global investment hub in Agriculture. In addition there will be more facility for other types of investments and assets than property in the future. I also hope that there will be some developments in the currency market to encourage exporters and to attract more and more tourists into New Zealand. Finally overheated housing market will adjust according to income level and affordable level. Capital gain will apply for all types of assets in the future. This will increase government income as well. Have a great 2010.

PM With all the negative reports coming through casting strong doubt on the global warming science ,don't you think it is about time you rethought your climate change legislation.
